UK announces policy update for EU 'CE' certification

The UK government announced on August 1st that it is committed to reducing the burden on businesses and helping economic growth by "eliminating barriers and red tape", and announced an indefinite extension of the period for businesses to use the "CE" mark. This policy is definitely a major benefit for companies that want to export their products to the UK. They only need CE certification to pass, and there is no need to apply for UKCA certification separately.

、According to the latest announcement, the Department of Commerce and Trade (DBT) has announced its intention to indefinitely extend the scope of CE marking for businesses, applicable to the 18 regulations owned by DBT. This is part of a broader and wiser regulation aimed at reducing the burden on businesses and helping economic growth by eliminating barriers and red tape. After extensive contact with the industry, UK companies will be able to continue using the CE mark together with UKCA. The Minister of Commerce has taken urgent action on this issue to avoid a cliff moment when UKCA is granted access in December 2024. This intervention measure will ensure that businesses no longer face regulatory uncertainty and can reduce unnecessary costs, allowing them to focus on innovation and growth.


According to EU regulations, products sold in the EU market must bear the CE mark certified by the EU to indicate compliance with a series of European directives on safety, health, environmental protection, and consumer protection. After Brexit, the UK government has mandated that products sold in the UK market must use a new logo, namely the UKCA logo, starting from January 1, 2021. In order to fully implement the UKCA mark, the UK government has stipulated that the validity period of the CE mark can only be extended until December 31, 2024.

By December 31, 2024, if the manufacturer has completed the relevant conformity assessment of the applicable product with a conformity assessment body (CAB) recognized by the European Union, the manufacturer is allowed to use the UKCA mark without the involvement of a UK accreditation body. After the end of 2024, it can continue to market its products in the UK market on the basis of the existing CE certification until the certificate expires, or until December 31, 2027 (whichever is earlier). Afterwards, the manufacturer should conduct a conformity assessment at a recognized institution in the UK.


The updated policy applies to 18 regulations under the jurisdiction of the Department of Commerce and Trade (DBT). The products involved are:



•Toys

•Pyrotechnics

•recreational craft and personal watercraft

•simple pressure vessels

•electromagnetic compatibility

•non-automatic weighing instruments

•measuring instruments

•measuring container bottles

•lifts

• equipment for potentially explosive atmospheres (ATEX)

•radio equipment

•pressure equipment

•personal protective equipment (PPE) 

•gas appliances

•machinery

•equipment for use outdoors

•aerosols

•low voltage electrical equipment


For some other products, such as medical devices, construction products, cableways, transportable pressure equipment, unmanned aerial vehicle systems, railway products, marine equipment, and ecological design, there are different rules, and relevant departments involved in these fields have already or will notify relevant plans at the appropriate time.
